Can transmitter for simulation

Simon Krissel requested to merge skris001/carolocupFirmware:master into master

Added a new program (can_simu_transmitter), which allows the CaroloCup/gazebo-simulation> to communicate using CAN by transmitting the torque to the simulation and sending the speed and mc_count to the car.

This fixes CaroloCup/controller#24
